I always book the hotel first. I can always keep looking for a better rate and cancel any time. If I can't find a flight at a reasonable rate and flight times, then it's easy to cancel/change the reservation, but if I book flight first then have trouble booking a hotel, I'll end up taking something I may not be happy with just to get a room.
